Someone may die, or due to controversial circumstances, resign. When this is the case, the politicians of the local area will select someone to fill this vacancy. Yes, to a degree this is "cheating your way in", but is is yet another tool for your political arsenal than can and should be treated seriously. You should know that once you are the incumbent you will always have an upper hand. Sometimes, but not always, you will run re-elections unopposed.
The most devious yet highly effective "cheat" you can use is your gift of persuasion or psychological intimidation. This is persuading your opponent or the current incumbent that it is not worth their time to run against you due to their most certain defeat and that their time and money can be spent in better ways. Then you may say that by following the advice you are giving them, it will give you more time to prepare to take over the position.
